Answer
The EA has advised that:
Planning for September 2026 is already well underway as part of our year-round approach. Operational Plan 3 development commenced in September 2025, with over 60 projects identified for 2026-27 academic year. EA are conducting early engagement with schools in identified areas, progressing business cases for major capital works, and undertaking consultation processes with school communities.
We acknowledge that schools are partners in this process, need adequate time and assurance about ongoing support. This is why we are implementing earlier engagement processes, providing comprehensive support packages including guaranteed staffing cost coverage and equipment provision, and offering extensive professional development opportunities. The £3,000 setup allowance and annual LMS allocations from £18,000 to £46,000 provide financial security. We are also establishing mentorship programmes pairing new Specialist Provisions with experienced provision/special schools, and ensuring Specialist Provision Service support and training is available from day one.
