Answer

Specialist Provision classes are needs based and capacity measurements will be more complex than in a mainstream setting. The Education Authority (EA) works closely with schools to ensure that children with special educational needs (SEN) are placed in the most appropriate provision to meet their individual needs.

As of 10th October 2025, there are 273 schools with operational specialist provisions across the education estate.

140 schools have specialist provision types where pupil numbers are aligned with or exceed the typical capacity range — reflecting a high level of demand and appropriate placement decisions. Of these, 75 schools have provision types that are currently operating at or above their usual capacity range.

163 schools have provision types where pupil numbers are currently below the typical capacity range, which may reflect a change in pupil profile or a strategic decision to maintain smaller class sizes to support wellbeing and effective learning. Any remaining available capacity is used by schools for reverse integration to support pupils within mainstream and to ensure in year capacity is available for those who require a change of placement.

SEN provision is not a “one size fits all” model. As pupil needs evolve, demand for certain types of provision may decrease in some areas while increasing in others. EA continues to respond to these changes to ensure equitable access to education across all council areas.

Demand for SEN placement is not evenly spread across Northern Ireland. The areas where demand is highest include Greater Belfast, Armagh Banbridge & Craigavon and Newry, Mourne and Down Councils. Expanding specialist provision in these areas is an absolute priority as classes are frequently operating at or above capacity.

EA remain committed to significantly increasing specialist SEN provision in mainstream schools. We want all young people with SEN to receive the best possible education in their own communities - in schools as close as possible to where they live.
