Answer
The Special Educational Needs (SEN) Reform Agenda and Delivery Plan 2025-2030 enabling actions that have been completed are:
a SEN Policy Statement has been published;
the SEN Reform Outcomes Framework has been published, including the development of a range of population-level indicators;
a SEN Reform Governance Framework has been agreed and inaugural meetings have been held for the Central Strategic Committee (CSC) and the Operational Implementation Oversight Group (OIOG). Other groups within the structures, including a Lived Experience Forum, are in the process of being established;
funding has been secured to commence implementation of early actions;
the SEN Reform Delivery Unit has been established and largely staffed;
the Business Case has been approved and implementation of funded initiatives is due to commence in Term 1 of the 2025/26 academic year.
