Answer
The Review on the Use of Temporary and Substitute Teachers was one of the nine workforce reviews identified through the 2020 pay agreement.
Eight of the reviews, including the Review on the Use of Temporary and Substitute Teachers were completed by joint Northern Ireland Teachers’ Council (NITC) and Management Side working groups and reports from the reviews were submitted to the Teachers’ Negotiating Committee (TNC) for consideration.
A number of the recommendations in the report from the Review on the Use of Temporary and Substitute Teachers have already been actioned and it was recognised by TNC that others would require additional resources which are not available at this time.
The review also resulted in improvements in NISTR, the system used to source temporary and substitute teachers which was updated in 2022.
